Each card says which state the city is in. The State of Mexico has 28 of the 217, more than any other; Guanajuato and Jalisco have 15 each and Nuevo León 14. Nayarit has one, Tepic.

Where the capital is not the biggest city

That is so in 11 of the 31 states. Tijuana is more than twice the size of Mexicali, Acapulco nearly three times the size of Chilpancingo, and Guanajuato, with 70,068 people, is ninth in the state named after it.

  • Cabo San Lucas, with 202,694 people, is not a municipal seat: the seat of Los Cabos is San José del Cabo, with 136,285.
  • Seven census names on the list open with Heroica, heroic: Puebla, Matamoros, Nogales, Guaymas, Zitácuaro, Caborca and Huajuapan de León.

What is the largest city in Mexico?

Mexico City, with 9,209,944 people in the 2020 census. The census lists the capital borough by borough, and Iztapalapa alone has 1,835,486, more than Tijuana, the largest city outside the capital, with 1,810,645.

Is Cancún the capital of Quintana Roo?

No. The capital is Chetumal, with 169,028 people. Cancún has 888,797 and Playa del Carmen 304,942, which makes the capital the third largest city of its state.

Why does the Puebla card say Heroica Puebla de Zaragoza?

That is the city's name in the census. 23 well-known cities go by their everyday name here, such as Puebla, Acapulco (Acapulco de Juárez), Oaxaca (Oaxaca de Juárez) and Ciudad Juárez, which the census lists as plain Juárez.

How this list was compiled: 217 cities: every locality of Mexico with 50,000 people or more in the 2020 census (216, Mexico City among them) and Tlaxcala, the one state capital under that size. Each card gives the state, the population and the place by size. Three cities that the census splits at a municipal line have their two parts added together: Naucalpan with the part in Huixquilucan, Veracruz with the part in Boca del Río and Minatitlán with the part in Cosoleacaque, as https://en.wikipedia.org/wiki/List_of_cities_in_Mexico does. And 23 cities go by their everyday name, the title of their English Wikipedia article, with the census name on the card; two census names lose a bracket (Tesistán, Jardines de la Silla). State names are the everyday ones (Coahuila, Michoacán, Veracruz, State of Mexico). State capitals were checked against https://en.wikipedia.org/wiki/List_of_states_of_Mexico the same day.
