A surname is listed when English Wiktionary files it under 'English surnames from Irish' (https://en.wiktionary.org/wiki/Category:English_surnames_from_Irish, 1,707 entries listed that day), its entry gives an origin that could be read plainly (the opening of its etymology, or the line of its surname sense), and the spelling is in the US Census Bureau's file of last names reported 100 or more times in the 2020 Census (https://www2.census.gov/topics/genealogy/2020surnames/Names2020_LastNames_RaceHispanic.xlsx, linked from https://www.census.gov/topics/population/genealogy/data/2020_names.html). A name of the US top 1,000 is listed even where its entry gives no origin, with its rank alone (Manning, Hines, Farrell). A name is left out when its entry gives only another origin, such as a Scottish Gaelic or an English one, for the surname (Cameron, Logan, Taylor, Lewis); where an entry gives an English origin first and an Irish form second (Blake, Brady), the card gives the Irish form and nothing else.
