Why the large townships are in the draw

Upper Darby, a township, has 85,458 people, more than every city but five, and Lower Merion, Bensalem and Abington are each larger than Lancaster. Of the 264 cards with 10,000 people or more, 194 are townships.

Sixty-seven counties and many shared names

Allegheny County has 68 cards, the most, and Montgomery County 49. Eight counties have no place that large, so each keeps its largest borough: Tionesta, with 399 people, is Forest County's card. Where a city and a township share a name, the township carries the word: Lancaster and Lancaster Township are two cards.

  • Chester, a city of 33,996 people, is in Delaware County, not Chester County, and the borough of Wyoming is in Luzerne County, not Wyoming County.

Questions and answers

How many cities are in Pennsylvania?

Fifty-six municipalities are classed as cities, and each has a card. Only 55 cards say city, because the Census file calls Clairton a municipality. The other cards are 323 boroughs, five more places the file calls municipalities, 194 townships and Bloomsburg, the state's only town.

What is the difference between a borough and a township in Pennsylvania?

A borough is usually a compact town with a business district. Townships cover all the land outside the cities and boroughs and are mostly larger in area, so a borough is often surrounded by a township of the same name.

What is the smallest town in Pennsylvania?

Centralia, a borough in Columbia County, with four people in the 2025 estimates; a coal mine fire has burned under it since 1962. It is too small for a card. The smallest city, Parker in Armstrong County, has 674 people.

What are the largest cities in Pennsylvania?

Philadelphia, with 1,574,281 people, then Pittsburgh with 307,632, Allentown with 126,044, Reading with 95,832 and Erie with 91,838. Harrisburg, the capital, has 50,522, which places it 17th among all municipalities.

How this list was compiled: All 55 places of Pennsylvania that the file calls a city, every borough with 2,500 people or more on 1 July 2025 (315, and with them the town of Bloomsburg and six places the file calls municipalities), every township with 10,000 or more (194), and the largest borough of each of the eight counties those rules leave without a card: 579 of the state's municipalities, picked by rule and not by hand. Each has the county that holds most of its people, its population and its place among the 2,557 municipalities the cards are drawn from. Figures are the US Census Bureau's Vintage 2025 City and Town Population Totals, the estimates for 1 July 2025 (https://www2.census.gov/programs-surveys/popest/datasets/2020-2025/cities/totals/sub-est2025.csv, read 2026-10-08). A place is called a city, a borough, a township, a town or a municipality as that file names it. Places with the same estimate share the higher rank. A card says "mostly in" where under 95 in 100 of the people live in the county named. Sandy Township in Clearfield County (11,628 people in the file) merged into the city of DuBois on 5 January 2026 (https://en.wikipedia.org/wiki/DuBois,_Pennsylvania); it has no card and is not counted, and DuBois's card says its figure is from before the merger. A township carries the word in its name where another card has the same name, and cards still alike carry their county.
