How this list was compiled: 562 cities of Russia: every city with 25,000 people or more in the 2021 census (559) and the three regional capitals under that size, Naryan-Mar, Magas and Anadyr. Each card gives the region, the population and the name in Russian. Figures, federal districts and Russian spellings are from the Federal State Statistics Service's census table of every city: Volume 1, Table 5 of the results of the All-Russian Population Census of 2020, which was taken in October and November 2021 (Rosstat: https://rosstat.gov.ru/vpn/2020/Tom1_Chislennost_i_razmeshchenie_naseleniya, file Tom1_tab-5_VPN-2020.xlsx, read 2026-10-09). The figure is the row of the city itself, not of its wider municipality: Nizhny Novgorod is 1,226,076. Moscow and Saint Petersburg are one card each, and the towns inside them have none. English names are those of https://en.wikipedia.org/wiki/List_of_cities_and_towns_in_Russia (Kudrovo and Sunzha, which it lacks, from their own articles); region names and capitals are those of https://en.wikipedia.org/wiki/Federal_subjects_of_Russia, both read the same day. Moscow Oblast has no official capital (https://en.wikipedia.org/wiki/Moscow_Oblast), so the Capitals filter holds 80 regional capitals and the two federal cities. Six names that two cards share carry the region in brackets. The census dates, the one word gorod for a city and a town, and oblast as province are from https://en.wikipedia.org/wiki/2021_Russian_census, https://en.wikipedia.org/wiki/Classification_of_inhabited_localities_in_Russia and https://en.wikipedia.org/wiki/Oblast. The table also counts the cities of Crimea and Sevastopol. They have no card here: this site lists Crimea with Ukraine, as its country maps do. Licence: Own work. Figures: Federal State Statistics Service (Rosstat), All-Russian Population Census of 2020, named as the source. Names and counts are facts; the selection and the wording of every line are ours, and Rosstat has not made, checked or endorsed this list.
How it works
Pick a random Russian city from 562: every city with 25,000 people or more in the 2021 census, plus Naryan-Mar, Magas and Anadyr, three regional capitals below that. Semyonov, with 25,075 people, comes up as often as Moscow.

Which part of Russia a draw comes from
Moscow Oblast has 53 of the cards, about one draw in eleven, and the Central district 140. The Siberian and Far Eastern districts together have 96, fewer than the Volga district's 106. Sverdlovsk Oblast has 27 cards and Krasnodar Krai 25; twelve regions have one.
Capitals smaller than another city of their region
In the 2021 census that was so in three regions. Surgut, with 396,443 people, is more than three times the size of Khanty-Mansiysk. Novy Urengoy has 107,251 to Salekhard's 47,910, and Nazran 122,350 to Magas's 15,271. Moscow Oblast has no official capital; its largest city is Balashikha.
Six names come up twice, so those cards add the region: Kirov, Blagoveshchensk, Zheleznogorsk, Beryozovsky, Zarechny and Mirny.
Rostov and Rostov-on-Don are two cards: a town of 28,122 people in Yaroslavl Oblast, and the capital of Rostov Oblast.
Questions and answers
How many cities are there in Russia?
Counting Moscow and Saint Petersburg once each, the 2021 census table names 1,100 cities and towns outside Crimea, which this site lists with Ukraine. 168 of them had 100,000 people or more. Russian has one word, gorod, for a city and a town.
What are the largest cities in Russia?
Moscow, with 13,010,112 people in the 2021 census, then Saint Petersburg with 5,601,911, Novosibirsk with 1,633,595, Yekaterinburg with 1,544,376 and Kazan with 1,308,660. Eleven more cities have over a million.
What is the smallest city in Russia?
In the 2021 census table it is Verkhoyansk in Sakha, with 828 people. Chekalin in Tula Oblast had 935 and Vysotsk in Leningrad Oblast 1,129. All three are too small for a card.
What is an oblast in Russia?
A kind of region; the word is often translated as province. Of the 83 regions on the cards, 46 are oblasts, 21 republics, 9 krais and 4 autonomous okrugs, one is an autonomous oblast, and Moscow and Saint Petersburg are federal cities.
Can the random city generator keep to one part of Russia?
Yes. Choose one of the eight federal districts under the button, or a region behind More filters, and every press deals from it. A link ending in #district=siberian opens the page on the Siberian district's 64 cities.
